1950年7月，抚顺战犯管理所所长王忠率队在绥汾河接收了从苏联转来的969名日本战犯。以小川立夫为首的战犯们抗拒改造，多次以不吃高粱米、拒不承认自己是战犯等借口在管理所闹事，甚至策划越狱。王忠等人按照中央的指示，既同少数顽固不化的战犯做坚决的斗争，又适时地对他们进行教育和感化，在实施革命的人道主义的同时，督促战犯们真心认罪，接受改造。最终，900多名战犯在法庭上全部认罪，他们被释放回国后，专门成立中国归还者联络会，为反战工作作出贡献。。Average Texas teen, Billie Jean Davy, is caught up in an odd fight for justice. She is usually followed and harrased around by local boys, who, one day, decide to trash her brother's scooter for fun. The boys' father refuses to pay them back the price of the scooter.
